Incoming PSTN calls get a busy signal?

My user can make calls to external numbers but they cannot receive calls from external numbers. External numbers are not even put through, they automatically get a busy signal. They do not have busy on busy on. Any ideas?

Using calling plans? Direct routing? Are you sure the number in Teams is correct?
