I have analyzed this issue. I found that this problem was caused by (Protocals TLS Version). Data running through the App requires (TLS version 1.0 / 1.1 / 1.2). You can come here to solve problems as follows.

3. Save As [ file type (.reg) ] to desktop 4. Click Run file .reg 5. open cmd ( regedit ) 6. go to path ( HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols ) 7. check TLS Version see (TLS 1.0/1.1/1.2) 8. Reboot system Success... 9. Run App Test Call Vedio
