How to enable the ability to create New Groups in the Voice Speed Dial?

Does anyone know the steps to enable the ability to create a new Group when assigning users as a Speed Dial?


I know its possible based on research online but can't figure out where to enable the feature for end users.

What I am trying to figure out is how to get the feature / button "New Group" to be enabled so my end users can place their saved Speed Dials into specific Groups for easier management of the speed dial contacts.
Do you know how to enable the "New Group" feature / functionality?
