ERROR MESSAGE - CO-EXISTENCE MODE ON TEAMS ADMIN CENTRE

Hello 

Please i need your help. 

Recently it was notice that the co-existence mode is different from some users in our organization?

One particular user is on co-existence mode for Teams Only Mode while others are on Island Mode only.

I have also tried to change the Co-existence mode from Teams Only mode to Island mode but I got an error that says "This user is hosted in the cloud and needs Teams only mode to assign an instance of TeamsUp grade Policy"

Do you have an idea why I cant change that to Island mode.

Might I ask why changing to Islands Mode instead of moving all your users to Teams Only Mode?
