Emails Sent to Teams Private Channel Not Received from Non-Member

I created an Email Address for a Teams Private Channel with "Anyone can send emails to this address" enabled.

However, emails sent by non-members are not received. I (as a Member/Owner) can send emails to the address without issue, but another address cannot. This seems like the opposite of "Anyone can send emails to this address". What gives?

Solution
I ended up going with a standard Distribution List. The article did not help unfortunately as the emails are being sent successfully, just not displaying unless the sender is a member of the Team, despite the setting being otherwise.
