Disable creating team from users

Our company is using Office 365 Essentials, I'm deploying Teams for all users. please let me know whether it can disable creating Team from end user, please noted we are using Office 365 Essentials. I heard that we need use Power Shell to do it. I just worry it cannot do on 365 Essentials.

Licensing wise as you can read in the doc, you need P1 licenses for the people in the group allowed to create groups

These csn be Bought as an add- on to you existing license
