Hi,
we discovered, that a deep link to a call / video call with some users does not work if their userPrincipalName in the AD is not all lower-case (a chat however works fine). It seems there was another thread with the same problem, but it's not available anymore:

Hello @JohannesLichtenberger Since there has been no response yet from this community, I recommend that you contact Microsoft support or answers.microsoft.com, where support agents are available to help troubleshoot issues until resolution.
