we want to create Microsoft Team meeting with default mute option and let us know if we have option for this. More over we dont want attendees to unmute and organizer should be able to unmute
please let us know how it can be achived

There is not a way to have participants enter a meeting muted. Also, for privacy purposes, the organizer cannot unmute a user. If you need to have limited interaction with users, a live meeting with a Q&A is potentially your best bet.
