@Chris Webb: thanks for your Reply. You are right, actual we have Exchange onpremises. Perhaps this could be the Problem.
In Skype for Business Client it was possible to configure the Exchange Server onprem credentials for the Exchange Connection (contacts, calender).
My endpoint of my testing is using Skype for Business online and has the external communication on. I will test to chat with your provided account.

Where is your S4b home acount?
By design, if your user is hybrid user with S4B user account on-prem then even in Islands mode the Teams client will not serve the federation, neither any Online depnedent feature. E.g. Audio Conference, Phone System, Video Interopt...
I came across the same situation and we needed to migrate first user to S4B online then to TeamsOnly state and all these features also with external federation started to work in Teams.
Here is quite good overview. Just check your current setup of user and what is possible and what is not:

@Chris Webb: You are right. It seems to be a problem in the Admin Center UI. At the beginning of troubleshooting I managed the setting over Admin Center UI for Microsoft Teams. On Friday evening I changed the same settings over the PowerShell (TeamsOnly Mode) and when I were testing today afternoon, everything is working (Chat, Video, Audio) with external Users. Also I can now see the missing contact folders and can create own contact groups which I have missed when I started the Microsoft Teams Client the first time.

@DaveChomi Thanks this site is what i was looking for. Helped me understand that Teams - Teams won't work if we run islands and recipient are running teams only.

@Harrison HerschI may be late to the party here, but last time I tried this I also couldn't do it (not sure how long ago). Now it works … just click on the Chat menu, click the new chat button (to the left of the search field), then paste your external email address and hit ENTER. You will be asked if you want to search for an external user … at which point there's a warning that some features are not going to be available. Good huh?
