Cannot attach files in chat

A guest with a Microsoft 365 business account from a different organisation is not able to attach files in Chat. These are the options available to him. 

Can this be fixed?

In reality people from different organisations regularly collaborate via Teams. If both parties have paid Microsoft 365 accounts why limit functionality when trying to collaborate?

@MarkRBlackwell Guest uses don't get a OneDrive, so there is nowhere for them to attach a file from.

Surely you would be better setting up a Shared Channel between the two organisations and not using guest account, then the files can be stored in the hosting tenants SharePoint and accessed by both parties.

Shared channels are new to me but I am trying to set up. However I get this message

"You cannot share this channel with people from this org"

So I guess I have some research to do ....
