Cannot assign number to a user

I am trying to assign a user number to a new user, and after 24 hours it is still not possible.

 

There is no change to the current situation, searching for the user when trying to assign the number yields no-success.  

 

I have attached a screen shot to this message. 

 

Please does anyone have any idea.

This looks like the user is not showing up because it's not licensed correctly. Can you confirm the user has Teams Phone licensing?
