Can you prevent owners to create additional channels??

Hi,

We would like to restrict team owners' ability to create additional channels - is that possible? 

Know about the option to untick Members ability to create new channels with a policy and that is implemented, but how do we restrict the owner?
We still want the owner to add persons to the team, but they should stick with ONE channel we create, so just making everybody a Member is not a solution.
