I am having an issue with setting up shifts. When I try to add certain users to a group in Shifts, the save icon remains grayed out. I can successfully add other users. There are no error messages to aid in troubleshooting the issue, so any help would be appreciated. Thanks!

Hmm...so its only grayed out on this particular user?
Is the user member of the team already?
If not add the person to the team from within the team the shifts schedule is based on and try from shifts again

Thanks for the quick reply. There are a couple of users affected, and they are all members of the team already.

Is this consistent across the desktop and web app?
The issue is present in both the web app and desktop app.
The user has a Teams licence, is enabled (not disabled)
The affected users have O365 licenses with Teams enabled (by default).
It says name or email - have you tried both?
Yes, I have tried both.
Is the person in the team (as Adam said)
Yes, the affected users are in the Team.

The impacted users can't be added to other groups and aren't currently members of any other groups in Shifts. One of them was an admin in a group in StaffHub, but the other user hasn't ever been a member of any group related to StaffHub or Shifts. Some of the users that I can add to a group in Shifts were also members of a group in StaffHub. This leads me to believe that the issues isn't related to previous membership in a StaffHub group.
I have tried multiple browsers.
The button is still grayed out when another user tries to add them to the group.
Thanks for the suggestions to help with troubleshooting! I'll open a ticket and see what the support team can figure out, then update here in case anyone else runs into a similar issue.

Found a potential solution for this, although I'm not sure why this is necessary.
If you remove the person from the team you're trying to use shifts with and then add them back it seems to fix whatever is causing the issue. There is a bit of a lag (maybe 5 minutes or so) between when you add them back and when you can put them on the Shifts schedule. You should also be able to search by their name when adding and not just the email address.
I used the Teams desktop client on Windows 10 to do this and have not tested any browsers to see if this same method works there as well.

@Ryan ColemanNice find on the workaround! Have you noticed any issues after doing this (e.g., problems with connections between the user and his/her messages, files, etc. created prior to using the workaround)?

Here's a quick update on this, in case anyone else runs into the issue:
I tried to use the workaround proposed by Ryan and it didn't work for me, so I put this to the side for a while.
I looked at it again today and decided to delete all of the previous StaffHub groups (via the admin panel). After doing that, I was able to successfully add the affected users to the Shifts schedule.
