Calls during running call in teams.

Hi everyone, 
Is there any documentation that states how teams runs during calls?

 

Example:
Some weeks ago, when user1 tries to call user2 and user2 already is in another call, user1 received a message stating the user2 is in another call/busy. But nowadays, when user1 tries to call user2 and user2 is busy, the calls just dropped; 

Is it an update on teams or just a isolated case or there is something different to check?

Busy on busy is defined by the calling policy in the Teams Admin Centre and then

Busy on Busy is available while in a call
Busy on Busy (Busy Options) is a new setting that lets you configure how incoming calls are handled when a user is already in a call or conference or has a call placed on hold. New or incoming calls can be rejected with a busy signal. You can enable busy options at the tenant level or at the user level. Regardless of how their busy options are configured, users in a call or conference or those with a call on hold are not prevented from initiating new calls or conferences. This setting is disabled by default.
