Blocking students from starting a meeting on their own.

Forgive me if this has been addressed, I couldn't find it in a search.  We are have the difficulty that our students are starting meetings with each other without supervision on TEAMS.  Is there a way to block this?  I guess what I'm saying is can we set it up that teachers/administration can only start meetings?  A feature that allows us to enter student emails and block them from initiating meetings?

@ThereseSolimeno I did read this thread prior to posting.  It is similar but not exactly what I was looking for.  Any person can be an organizer and that is what I am trying to avoid.
