Do you have to be a Teams Owner to make an Announcement formatted message? Currently it doesn't appear as an option for folks that are only members of the Teams site. We are GCC licensed.
No, you don't need to be an owner, but the functionality might be restricted by the owner of a given team or your IT folks. The moderation settings in general I mean, it's not specific to Announcements.
