We have the Microsoft A5 license, but do not have phone service through Microsoft.
We have educators who would like to provide a link to parents/students to click on and have it "call" them through Teams. We know that https://callto:email@example.com works but ONLY if the callto protocol is associated with Teams. We can't guarantee that home users have callto associated with Teams.
We have determined how to create a Teams meeting and have it open at all times (office hours) for a parent to use a phone and the associated meeting number to reach them. We would also like to have the option to send them a URL to make a Teams call to a specific person. It would be quite handy for Parent/Teacher conferences and Special Education ARDs.

Hi @Sirmonj11 - do you mind providing some additional clarification on the below? It sounds like you're meaning to use Calling Plan without actually using it, but I want to be sure specifically what you mean! :)
