Hello. It usually takes longer for new features to roll out to government tenants, if they get rolled out at all (e.g., whiteboard isn't an option for us in the GCC). Why does it take longer, and why are some apps excluded?

Each app & feature experience has specific compliance requirements and additional work that must be done for government cloud readiness. We are working right now to get to simultaneous shipping for some features and reduce the time between releases to 30 days. It is very important that we get to parity between commercial and GCC/GCC-H. This is our commitment that we are working on.
