Ahhh, ok, I see what you mean now. Yeah, that's def. a Microsoft question there :). Hopefully they can get around to this question for you. I know Teams is going to have federation v2 in the near future, but don't know any details about how it's going to work in relation to this with blocking/allow and limits between them since adding an allow blocks everyone else but them.
