Stream on SharePoint - Transcript

We are facing an issue with generating transcripts on a Site that is primarily used for uploading videos.

Error: " We're having trouble generating a transcript and captions right now. Try again in a bit."

The same video(s) if uploaded to a different site is able to generate transcripts - is there a setting that we should know of?

There is a powershell setting to disable ability to generate transcripts at the site level and tenant level. But ability is on by default. Did someone disable the setting just on that site?

If not please put in a support request so we can investigate.
