Embed: default captions on

I'm looking for a way to make captions on as default for all users (so we dont have to show people hwo to do it across all employees).

Is there a way to make CC show as default, either as a policy, PowerShell, even a toggle when someone uploads a video?

This would be great, and truly the most optimal for accessibility. It doesn't make sense for us to produce a 2nd video with the captions burned-in to the video. Can anybody help with this please? Thank you!

@JoelReodica  I believe if a user enables captions on a video then on future videos with captions our player remembers and enables them again. 

Can you explain more why do you want to enable captions all the time for all users without them choosing to enable themselves while watching?
