I work in a K-12 educational setting in a particularly protective school district.  I would love for teachers to be able to set up a channel so students could submit videos, especially for World and Classical Language (i.e. foreign language) teachers so students could submit recordings of themselves speaking or conversing on other languages.  But we don't want students creating their own channels and only inviting who they want to see it.

Hi @Matthew Nickerson. Thanks for the input on this! While we have no plans at this time to add workflow approval for Stream (Classic), one of our reasons for moving to SharePoint Online and OneDrive for Business as the storage for New Stream is that there is already so much you can do there with Power Automate: see this overview of using flows with SharePoint. For example, from one of the 100 Power Automate templates linked from that page, such as this basic file approval workflow, you could set up a workflow today in which students upload to a folder in which they only have Add and View permissions. As soon as the file is uploaded, the Power Automate workflow could move it to another folder for teacher review, or to a web page or tab in Teams for sharing with the class.
