Allow specifying a "published/created" timestamp on videos

We are moving a lot of our previously generated video content from SharePoint document libraries into Stream.

We need to be able to set some sort of time stamp in the videos to when they were originally published/created. Today all uploaded videos only display a "Uploaded at ..." timestamp.

Enabling us to specify a "Published/created" timestamp on the videos (and make it searchable) will allow for much better discovery on our library of content.

With the move to New Stream, OneDrive and Sharepoint will be the storage location for videos going forward. There will be no need to upload videos to a new location, so there will be no disconnect between creation date and upload date.

Per Daniel's comment, while we have no plans to change add a video creation date in Stream (Classic), this Idea is complete for content saved in OneDrive and SharePoint as part of New Stream.
