Owner of video cannot Apply video name changes

I have a video (captured from Teams meeting) that saved by default with the title of the meeting. Despite being the owner of the video, it appears I cannot Apply any changes I try to make. Any idea what might be going on? I have the ability to delete my own videos, though.

Attempted changes:

Result - unsaved.

Assuming once you click apply, you are then clicking publish down there to publish those changes?

@Chris Webb Publish is not a clickable option - once I hit Apply, it just takes me back to the video details screen.
