How to enable stream admin mode

I want to change the ownership of the video created by one of our interns. He has finished his internship and currently is not with Microsoft. He didn't provide the correct permissions and as a result we are not able to view this video. https://web.microsoftstream.com/video/c60da1ff-0400-a521-dee0-f1ead36d9ac4 I understand that only stream admin can update the ownership so I want to know how I can achieve that.

@Ashvin_Deodhar  You have to be a global tenant admin or a global tenant admin makes you a  Microsoft Stream admin (how to do that you can see here: https://docs.microsoft.com/en-us/stream/assign-administrator-user-role).
