Can't access video from Learning

I uploaded a video at the beginning of December and created a link to that video via Learning (internal).  I can access that video from Learning with no issues.  However, the FTE owner and others are unable to access the video from Learning.  I checked the permissions and the video is set to be viewable from anyone inside of the company.  Today I created a new link in Learning, thinking that it may be something wrong with the original referral link, but the results were the same.  I am including a screenshot of the notification being given to users who try to access the video.  The link to the video is https://msit.microsoftstream.com/videoupdate/6175cdff-d781-48b6-baa2-ade654a43a48 .

You would publish the video from your stream portal.
