Hey team,

 

Am I right in assuming Ad hoc subscriptions are for O365 tenant users who do not currently have the Stream license enabled and not for external users?

Yes. Ad-hoc subscriptions are for users within your tenant (have your @yourdomain.com email addresses). With an ad-hoc subscription it means that a user within your org can trial Stream even if they don't have a full Stream license.  It doesn't apply or have anything to do with external users.
