Hi There,

How long are videos available for on microsoft stream? I would like to use it to store my training videos for onboarding staff however I think these videos expire after 21 days, should I rather save on Vimeo?

Stream (Classic) is being replaced with video features in SharePoint, Teams, and Yammer. Just upload your videos to a SharePoint site, the files tab in Teams, a yammer community, or your onedrive for business. Https://aka.ms/streamroadmap Im not sure what you are referring to 21 days. Even if you use Stream (Classic) the videos are saved there forever until a user deletes them.
