Microsoft Stream for use in a secondary school

I teach in a secondary school where we allow 4th year students the option of submitting their write-ups by video on their OneNote Class Notebook. So far we have found the least complicated method to be Vimeo (although it has its pitfalls) but I'm wondering if Stream might work instead. 

Here's what's important:

1. Students need to be able to film on their smartphones and then upload, as they don't have school tablets or devices. I don't think a mobile app is available yet?

2. Permission needs to be restricted to the student and the teacher in each case - they cannot be able to see eachothers' videos

3. They need to be able to upload at least 20 short videos.

Would Stream work for this?

Any help or advice would be greatly appreciated!
