[Playbook] Message information about assign incident to a user

I'm trying to create a playbook, which can sends an email to the user, when I assign incident to that user?
Is it possible to create it?

I will be grateful for all your help.

This is not possible by default as there is not trigger for this.

You could create a logic apps that queries the Security incident table periodically and checks for changes but it's not ideal
This would be very useful functionality for deployment that aren't using an external ticketing system.
