Safety tips not working with ATP AntiPhish Policy

Anyone using the ATP Antiphishing default policy care to check and see if the users are receiving the Safety Tips? I have it enabled. I see it on the emails that are forwarded to me (that is what I have it set to do, right now) but the end user does not see them. It is enabled (all three options).
