Publish Labels to Specific Audiences?

I ran across the following list in a document on Office 365 labels and DLP.  But I haven't been abot to figure out what they mean by Publishing Labels to different Users and Groups.  I know you can do it by location, but what does the bullet mean by "Audiences".
