What are the sources from which these solutions can pick up user's resignation date? If an organization does not have their HR systems integrated can they use information from Active Directory? Some organizations set attributes in AD once HR informs them that a users has resigned.

The HR connector is a file based connector and works with almost any source. The input required is a CSV file with Email Address, Termination Date, and Last Working Date. Here are step-by-step instructions on how to setup the HR connector: https://docs.microsoft.com/en-us/microsoft-365/compliance/import-hr-data?view=o365-worldwide.
