How to show a pop-up when change the profile photo in delve

Hi Guys!

I found that when user click the camera icon for uploading a new photo in delve , the two users have the different scenario below. So I want to know what's the difference between user1 and user2?

How can I make use2 show a pop-up as the same as use1 when he clicks the camera icon?

User1:

 then the pop-up is shown to upload a new photo.

User2:

then redirect to my-site Edit Details page… I don't like this...

This is very weird, both users should have the first experience when adding the photo in Delve...might I ask If there are any differences in the setup of these users that could be causing this behavior?
