i've set up a policy where the conditions are Content is shared from Microsoft 365 with people outside my organization AND Content contains sensitivity labels but it doesnt seem to work
when switching to using OR, the rule detects the sensitivity label part even though i shared the link with someone outside my organization
tried to turn off and on the policy, created a new policy but nothing is working
