View Shifts for non members

I work for a public library and we finally upgraded to office 365 and are starting with teams.   Is there a way for other departments to view the shifts schedule without being on the team?  We have a lot of departments and one big schedule wouldn't work but often we need to know who is working at other locations/departments.  I thought I made it viewable for anyone on staff but so far no one not in our department can see it.  If we can’t get this to work we won’t be able to use this tool.  Please help if you can.  Thank you.

However, ensure you add non member as a guest, if they do not belong to a team, or add to a team, they might not be able to view shift.
