Power Apps Developer and Consumer Permissions

Can you control who can Develop a new Power App and who can Consume/Use the Power App?

Yes this is all controllable. To make an app, a user requires access to a Power Platform environment and be given the Environment Maker role - see https://docs.microsoft.com/en-us/power-platform/admin/environments-overview. To run an app, the app must be shared with the user or their security group https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/share-app
