License for Hosting My Windows 10 VM In Azure

I have 2 application hosted in a Windows 10 VM in my on-prem enviornment. 

Now I am considering to migrate these 2 VM(s) to Azure. 

Is it I only have two users account entitled E3/ E5 Windows Enterprise license in my tenant and I already eligible to put my Windows 10 VM(s) in Azure ???
