Windows Update - Feature 21H2

We are seeing even when we assign 21H2 Feature update to a 20H2 OS, the device starts installing the quality updates of 20H2 and then it starts the 21H2 which is real waste of time. I remember seeing/hearing in one of the forum that when a feature update is assigned to the device it would do that as a first and will not install any other quality updates

KB5012170 is shared security updates for all 1904x builds, i don't see other quality update for 20H2

P.S. why don't you deploy the Enablement Package for 21H2 KB5003791 instead Full feature update?

We are deploying through WufB (Intune). so not sure how to push that ?
