Setup School PC provisioning fail

I am having an issue when trying to deploy a package onto our school PC's I have been trying to troubleshoot in multiple ways, but continues to fail. 

I get a Setup completed with errors message. The item that failed on this attempt is the "Configure the user interface" line. 

Several of the other items continue with the loading symbol. If I select "try again" it will fail in the same way. If I choose continue, I am able to log into my account as the administrator, but no other user is able to log in. The following is a list of the list of items, and how they show up.

Are these Windows 11 22H2 devices? There is a known issue with W11 and provisioning packages (PP).

Microsoft advice is to Autopilot or use W11 21H2 if you are using the PP approach.
Using provisioning packages on Windows 11, version 22H2 (also called Windows 11 2022 Update) might not work as expected. Windows might only be partially configured, and the Out Of Box Experience might not finish or might restart unexpectedly. Provisioning packages are .PPKG files which are used to help configure new devices for use on business or school networks.
