If you want to enroll a device with DEP, you can make an enrollment profile. In this enrollment profile you can skip certain setup panes. In Intune is the option to skip the welcome pane missing but Apple makes it possible to skip this setup pane. As you can read on this page: https://support.apple.com/en-gb/guide/mdm/mdmc5a826c7/web. You can already skip all of the other panes with Intune, as you can see in the attachments I have attached below. Can you make this option available in Intune?
