Second activesync mailbox stuck in quarantine

We are having a strange issue with devices that require two activesync mailboxes setup on them.

 

Some staff manage their bosses email on their android device. When we add the bosses mail profile to the android mail app, the device sits in Exchange quarantine even if we go and approve it.

 

We have device enrollment setup to force the device to download the Company Portal app to enroll so is this preventing the second activesync profile from being able to be seen as enrolled or something?

 

Anything we should be checking?

 

All mailboxes are in the cloud.
