Intune Company Portal for Android / Outlook issue

I have Intune Portal for Android (V. 5.0.5541.0) installed.  Our Intune instance has a policy in place to register BYOD devices and company devices - but both have the issue.   When I log into the Intune Company Portal App, I see Outlook.  I can click and go to the PLAY Store to install it; but during configuration of Outlook I get redirected back into the portal app and, eventually, told to download Outlook again.  It is a loop and it never allows me to finish configuring (or use) Outlook. Any help is appreciated.

Two Questions:

Do you use Conditional Access to register the devices? 

What is the ‘Outlook Configuration’ process you mentioned in your post?

Are you seeing 2 instances of company portal apps after enrollment? If yes, then use the one in work profile.
