How to exclude Teams from conditional access

I want to only allow users to use Teams and Outlook apps on their smartphones.

So I create 2 Condition Access to achieve it.

One is forbidden all cloud apps exclude Teams and Outlook.

One is to allow users to use Teams and outlook with the client app.

Now Outlook can work well but Teams can't access.

 Is there has someone who knows how to solve this problem?

By the way, there has a requirement that doesn't allow the user use the app in their smartphone except for Teams and Outlook.

Solution
There is a service dependency between Teams and SharePoint. So when you block SharePoint, you might also block Teams.

I would suggest you use the 'Office 365' app in CA to only allow the default O365 services. This will work well, because it handles these service dependencies
