We have set up Android for Enterprise and want to set up Fully managed devices. We do not want these devices set up to a particular user. During the setup process we do not want a user to sign in. These are Test lab devices and we want minimal management.
We can do this in ADE for Apple. However I have not found a way in Android for Enterprise. We are currently using the Zero Touch Portal, to deploy the devices. The only documentation I can find is for Fully Managed with User, not device accounts.
The AOSP is not helpful, because these have GMS.
