Do they receive the actual response, or a link to the actual response, or do they just get an email notification that there has been a response?

I am setting up a Form for HR to use, but they would need to view and access the responses to the form.

When you use a flow in Power Automate for your HR to view the form responses you can include all the questions & answers and and/or just the collaborate link for them to go to the responses in Forms, you can save each response into a SharePoint loist, send an email back to the submitter etc. There are a lot of things you can do.
