Unable to to create Poll for a scheduled meeting

I cannot create a 'draft' Poll to be launched during a scheduled meeting with my students. There should normally be a '+' beside the Scheduling Assistant tab that would allow me to add a new tab; hence include 'Forms' for creating the poll. However, I do not see the '+' tab...as you may see in the picture:
