Timer and attempt

I have created a form for suvery collection and there was a timer in the form and it was a single attempt form.

Some responders were not able to complete the form in 15 mins due to different reasons. I am not able to find their response so that I can delete their response and ask them to fill it again. How do I allow them to attempt again or find their response

What would the value be for the 'Who can fill out this form' setting in your form? Do you set "Anyone can respond" or "Only people in my organization can respond" with "Record name" unchecked?
