I do not even know if this is a question or just a feature complaint.
My first experience with Microsoft Forms was a failure.
I have created a form that worked with Flow, SharePoint and Power BI and then I added a section and after playing with it decided to delete it.
I selected "Remove section" > "Section and questions" and result was .... the whole form just gone for good.
I know that I had to be more careful even if it was just a test form but I do not think that "Remove section" has offer any form killing options.
