Re-occurring scheduled survey without Microsoft Forms Pro

I need to create a survey to be sent to members on a scheduled re-occurring basis and I don't have access to Forms Pro. 

Other than starting an automated flow with a link to the form...any other suggestions?

I think using Power Automate to schedule sending the link is the only way to achieve this without Pro.
